Garrick Multi-storey Car Park Public Spaces Protection Order (PSPO)
A Public Space Protection Order (PSPO) was created by the 2014 Anti-Social Behaviour, Crime and Policing Act to deal with any nuisances or problems in a particular area that affects the local community's quality of life. PSPOs impose conditions or restrictions on people using that area.
The PSPO for the Garrick Multi-storey Car Park in Widemarsh Street, Hereford comes into effect on 1 May 2022 for a period of three years.
A PSPO has the force of law. If you ignore it you can face a fixed penalty fine or prosecution.
The PSPO for Garrick Multi-storey Car Park imposes the following restrictions:
No person being a driver of, or in control of a motor vehicle shall:
- Rev an engine of a motor vehicle
- Suddenly or rapidly accelerate a motor vehicle
- Race with any other motor vehicle
- Leave the engine of a motor vehicle running except when queueing to park or depart
- Perform any motor vehicle stunts
- Sound a horn repetitively
- Play music audible outside of the motor vehicle
- Make noise to a level that causes a public nuisance
No person shall:
- Use behaviour towards another person reasonably perceived to be threatening, aggressive or intimidating
- Use foul or abusive language
- Skate (whether using in-line or roller skates), skateboard or play ball games
- Throw any item
- Engage in the taking or smoking of drugs, urinating, defecating, setting off fireworks, lighting fires, interfering with or damaging the car park infrastructure, sleeping, littering, fly tipping, misusing the lifts
No person shall in a manner which is (or may reasonably be perceived as) intimidating or threatening to any other member of the public:
- Gather or loiter with any other person(s)
- Cycle or use a scooter or electric scooter
- Climb on walls, railings, roof etc. which could also in any way be reasonably perceived as endangering their own safety
