You may need to apply for a club premises certificate if you're a social, sporting or political members club (like a working men's club or British Legion).

You need a certificate to:

  • Sell or supply alcohol to members or guests
  • Provide regulated entertainment, like musical performances or film screenings to members or guests

The application fee payable is dependant on the non-domestic rateable value of the premises.

An annual fee is payable on the anniversary of the grant of the licence.

*Exemptions

The following organisations are exempt from paying a premise licence fee when they are only providing regulated entertainment:

  • Education institutions such as schools or colleges
  • Premises forming part of a church hall, chapel hall or other similar building

Apply for a club premises certificate

You should apply to the local authority where the premises are situated. You should submit your application with a plan of the premises, which must be in a specific format, a copy of the rules of the club and a club operating schedule which details such matters as activities, times and steps the club proposes to take to promote the licensing objectives.

Consultation with specified responsible authorities is part of the application process for a new certificate. If you apply online, we will consult the responsible authorities on your behalf.

Processing and timescales

Once the application is validated as complete, responsible authorities and interested parties have a period of 28 days to make representations about the application.

If no representations are received, we aim to process your application within 10 days from the closing date.

If representations are received, then we will hold a hearing to determine the application within 28 days after the closing date. 

Validity and renewals

The certificate is valid whilst the premises is being used for licensable activities and is subject to an annual fee. The annual fee is due on the anniversary of the grant of the certificate.

    There is no reception open to the general public in respect of licensing at Plough Lane and staff have no access or ability to photocopy applications or documents.

Emails to the department are allocated to the appropriate staff member who will take action between one to ten working days.
If you have not had a response before the 10 working days have expired please do not contact us again, as it may further delay a response. Please also ensure you have quoted your licence or taxi licence reference number or given your address in your call/email.
Sending repeat or chaser emails will not prompt a quicker response and may result in a back log of emails and a possible further delay.
