Herefordshire Council is a member of Creative England's Filming Partnership network. We welcome filming in Herefordshire and ensure co-operation and commitment to assist film and television production.

Creative England works for and on behalf of the British Film Institute and the UK Government, to promote and support production companies using Herefordshire both nationally and internationally.

Our filming requirements

If you are conducting filming for personal and recreational use, you do not require permission. However, where filming is planned to take place on the highway or on council land and is intended for public broadcast or has been commissioned, you will require permission from Herefordshire Council before proceeding (please note charges apply).

As a minimum condition of filming in Herefordshire, you must:

• Hold public liability insurance to a value of £5 million
• Not impede traffic, livestock or pedestrian flow on the highway
• Submit risk assessment/s that are location specific

Please note:

• All fees and charges are subject to review and may change
• The council reserves the right to negotiate fees depending on the scale of the production and the associated impact
• The council considers all filming requests on a case-by-case basis
• Permission to film confers no rights or permissions to film people or their property
• If you intend to film with drones for commercial purposes, you will require permission and charges will apply. Please also view our filming with drones page.
• If relevant, separate applications and fees will be required for road closures, traffic management, planning permission and listed building consent - we can support you in liaising with the relevant council departments

Support for filmmakers

Herefordshire Council is keen to encourage film crews to the county and support is available for filmmakers through Herefordshire Film Office - Herefordshire County BID.
