Traffic regulation orders
A traffic regulation order (TRO) is a legal order that allows us to enforce road regulations. The police and our civil enforcement officers use TROs to manage traffic and parking across most of Herefordshire's roads. Most TROs are introduced following requests from local communities or the police to address safety concerns, traffic congestion, or quality of life issues.
What TROs are used for
TROs are required for many types of road restrictions, including:
- Speed limits
- One-way streets
- Weight restrictions
- On-street parking
TROs help inform people about changes to the highway and their likely effects.

Request a TRO
You should request a TRO through your local councillor or parish or town councillor.
This is because:
- Your councillor may be aware of similar requests and can help coordinate applications
- TROs take six to nine months to process, so councillor support is needed before starting the procedure
