Introduction to the Local Plan review
Herefordshire Council was preparing a new Local Plan to cover the period between 2021 and 2041, and various public consultations took place between 2022 and 2024. We would like to thank everyone who participated in those consultations.
However, in December 2024 the government updated the NPPF and the mandatory housing targets for the county. As a result of these changes, the council decided to cease further work on the Draft Regulation 18 Local Plan because a new spatial strategy is required to address the significant uplift in housing growth.
The council will now progress its Local Plan under the new plan making process introduced by the Levelling up and Regeneration Act (LURA) 2023. Full details of the new plan making system will be set out in planning regulations later this year, but we have set out the indicative stages and timetable in the latest Local Development Scheme based on previously published information. The timetable will be updated once further details of the new plan making process are available.
